Richard Wayne Hill, formerly a financial advisor with Citigroup (now Morgan Stanley Smith Barney) in Wellington, Florida has been barred from FINRA. According to FINRA, Hill has consented to findings that he issued checks totaling $479,000 from customer accounts to corporate payees representing that he was purchasing race horses for the customers but in reality he was converting those funds to his own personal use by arranging for the checks to the corporate payees to be made payable to himself. Additionally, it appears that Hill also settled a customer complaint arising from this scheme without telling his employer (Smith Barney).
