FINRA Bars Paul V. Blum for Failure to Appear for Testimony
According to the Financial Industry Regulatory Authority, former financial advisor Paul V. Blum has been permanently barred from the securities industry.
In 2017, FINRA staff reportedly was conducting an investigation of Blum in connection with customer complaints and arbitration claims alleging, among other things, unsuitable trading.
On July 21, 2017, FINRA staff apparently sent Blum’s counsel a written request for on-the-record testimony pursuant to FINRA Rule 8210. As stated in Blum’s counsel’s email to FINRA staff on July 25,2017 Blum acknowledges that he received FINRA’s Rule 8210 request and will not appear for on-the-record testimony at any time.
By refusing to appear for on-the-record testimony as requested pursuant to FINRA Rule 8210, FINRA has stated that Paul V. Blum has violated FINRA Rules 8210 and 2010.
According to his FINRA BrokerCheck record, Blum was registered with RBC Capital Markets in West Palm Beach, FL from October 2009 through November 2015. He has 23 customer disputes listed on his FINRA Broker Report. Allegations include unsuitable recommendations, excessive trading, and unauthorized trading, among others.
